Who Pays More When Developers Pay Less? Development charge collections per household in lower and single-tiers, 2019

Whenever it reduces development recoveries, the Ontario Government externalizes the decision of how to pay for the loss of revenue to municipal Councils: Don't and reduce investment in services accordingly, or make up the difference by increasing other revenues, (property taxes and fees). The magnitude of service adjustments or costs levied on other ratepayers to make the municipality whole resembles a municipality's use of development charges, mapped below.

By 2021, the Ontario Government stopped aggregating province-wide development charge data. 2020 being the height of the pandemic, 2019 is the most recent DC data available. Map data are based on DC receipts in 202 lower and single-tier municipalities. DC use is predicated on growth; grey areas are either not growing or their Councils did not levy or record DC collections in 2019, (212 municipalities). No upper-tier DCs are shown, (16 of the 30 don't show DC revenue for 2019). The census subdivision code for Mississauga will not register so no values are shown for it.
