AI Alliances: Competing for Compute

Politics, not technical prowess, seem to determine membership between the world's growing tech alliances. The US Pax Silica agreement was founded in December 2025 with six original members and includes member states that control key parts of the design and manufacture semiconductor chips that power AI. In June 2026, Beijing founded World Artificial Intelligence Cooperation Organization, including nations that control the supplies of the critical raw materials needed to produce AI semiconductors. 

*Countries in a paler shade of blue are members to Pax Silica via the signature of the European Union. The Netherlands is a non-signatory member of Pax Silica. The OECD (not shown) is currently a non-signatory participant of Pax Silica. Kazakhstan is a signatory of both alliances.
