Legacy of Redlining

Letter grades issued by the Home Owners Loan Corporation, a government-backed entity created after the Great Depression, were once synonymous with community desirability. The grades were often used to discourage integration and selling property to black people and other minorities. The last map for Sacramento was created in 1937.
